The family of Samya Stumo alleged that Boeing, Ethiopian Air and Rosemount Aerospace were negligent by allowing a faulty flight-control system for its 737 Max 8 aircraft.

She said the report recommended that Boeing should review the aircraft flight control system.

"The crew performed all the procedures repeatedly provided by the manufacturer but was not able to control the aircraft", said Minister of Transport Dagmawit Moges. The later they shut it off, the less time they had to recover, he said.

The disaster came just five months after a Lion Air 737 MAX 8 crashed in Indonesia, killing all 189 passengers and crew. These new reports suggests that the pilots may have done that, at least initially.

The FAA is responsible for regulating aviation in the United States and operating the nation's air traffic control system.

However, initial flight data indicate the aircraft was flying nose-heavy and not in a "neutral" attitude when pilots hit the stabilizer cut-out switches to disable the MCAS system, the person added, making the situation harder to manage.

"The paucity in this report is appalling", said CNN aviation analyst Alastair Rosenschein. I heard the full report may take one year.

Fallout from the tragedies has also disrupted the air travel industry.

"To ensure unintended MCAS activation will not occur again, Boeing has developed and is planning to release a software update to MCAS and an associated comprehensive pilot training and supplementary education program for the 737 MAX".

A relatively new piece of software, the MCAS uses sensors in the nose of the aircraft to assess whether the plane is climbing at too steep an angle - an action that can cause it to stall - and adjusts accordingly.

But the FAA, which faced harsh questioning last week at a congressional hearing regarding its oversight of Boeing, said it expected the plane maker to submit the proposed fix "over the coming weeks" after it undertakes additional work.

Boeing said on Wednesday it had successfully tested an update of MCAS software created to make it easier to handle.

Boeing said a statement on Wednesday: "We urge caution against speculating and drawing conclusions on the findings prior to the release of the flight data and the preliminary report".

In the days following the crash of Ethiopian Airlines Flight 302, airlines and aviation authorities around the world grounded the Max.

He also revealed investigators could not identify any "structural design problem" with the aircraft. Later though, it fed erroneous data.

Thursday's complaint accuses Boeing of putting "profits over safety" and said the U.S. Federal Aviation Administration must also be held accountable for certifying the 737 MAX. Its goal is to offer an early glimpse of what happened - without providing any conclusions to a possible cause.

Daniel Elwell, acting head of the FAA, in testimony before a Senate committee last week, defended the agency's decision to ground the plane days after most other countries had already done so, as well as the FAA's process for reviewing changes to plane design. Lion Air has defended the training of its pilots.

While there have been worldwide concerns over the reliability of Indonesian aircraft carriers - Indonesian airlines were barred in 2007 from flying to Europe because of safety concerns - a report into the tragedy found software on the aircraft had malfunctioned.

Europe's largest tour company - Germany's TUI - said it expects the grounding will cost it at least $225 million.
