Biden made an awkward joke about the situation Friday during his speech before the International Brotherhood of Electrical Workers, telling the crowd that "I had permission to hug" the union´s president. Later, after calling a group of children to join him on the stage, Biden put his arm around a young boy and said "by the way, he gave me permission to touch him".

"I'm sorry I didn't understand more, I'm not sorry for any of my intentions", he said.

Biden, who is widely expected to enter the 2020 presidential race, has faced allegations from at least seven women that they were troubled by physical interactions with him.

After several women came forward to say that Biden had made them uncomfortable by doing things like touching their hair during public appearances, Trump tweeted a doctored video showing Biden massaging his own shoulders.

Still, signs of shifts in feelings in the party have been evident in recent complaints about Biden's history of publicly affectionate behavior with women.

Trump, despite saying he was unworried about a Biden challenge, posted what appeared to be a goading tweet just as the former vice president stopped talking, suggesting he might have been watching.
