Trump on Migrants Throwing Rocks: ‘I Didn’t Say Shoot’

He said that he would issue an executive order "sometime next week" that would be "quite comprehensive", adding that the plan would shut down access to asylum for people who seek safety in the United States unless they go to legal ports of entry. Trump insisted to reporters the asylum plan would be legal.

The president made his speech amid mid-term election campaigning and with caravans of migrants making their way towards the U.S. border.

"I hope there won't be that", Trump said, but added that anybody throwing rocks at the military service members will be considered to be using a firearm, "because there's not much difference when you get hit in the face with a rock". Our military fights back.

US President Donald Trump has backtracked from his suggestion to have soldiers shoot migrants who throw stones at the US-Mexico border.

Though the Constitution obviously applies to those legally living in the US, legal precedent, including that confirmed by Antonin Scalia back in 1993, has applied due process to aliens in deportation proceedings.

"What Trump said is stupid", Maldonado said while walking to the town of Donaji.

"The U.S. military personnel that are going have very clear guidance that we've given them", he told reporters on October 30.

Up to 90 percent of those at the border who claim fear of returning to their home country pass the initial "credible fear" screening.

He also warned migrants coming to the United States that if they throw stones and rocks like they did at Mexican officials the U.S. military would consider that as using a firearm.

"We're working on a system where they'll stay together", Trump said of families caught after crossing the border.

The exact rules for the use of force by military police and other soldiers who will be operating near the border have not been disclosed, but in all cases troops have the right of self-defense.

"We are all going!" one the coordinators told the group.

Although Trump has claimed that unauthorized immigration is a "crisis", apprehension numbers by Border Patrol are far from their record rate of 1.6 million in 2000.

It's unclear whether the restrictions would apply only to those traveling in the caravans or would extend beyond the caravans to all people trying to enter the country. He railed against "birth tourism", where mothers from overseas travel to America to have babies so they will automatically be USA citizens.

In recent days, he has sought to present as a threat to the United States a large group of migrants from Central America who have left poverty and violence at home and are heading slowly through Mexico toward the USA border.

But many appear to be growing increasingly angry with caravan organizers after confusion broke out regarding buses that would have taken migrants to Mexico City more quickly.

"Migrants seeking asylum will have to present themselves lawfully at a port of entry", Trump told reporters at the White House. By turning them away without fully hearing their asylum claims, they contend, the president and his administration are infringing upon their rights under the Administrative Procedures Act and the Declaratory Judgement Act.

The overwhelming majority of claims are rejected by the courts, but by that time, the alien has usually long since disappeared into our country.

Mr Trump has unveiled his immigration policy ahead of the midterm elections on 6 November. And laws prevent children from being detained beyond 20 days.
