They had timers and batteries but never went off. Law enforcement officials were still uncertain whether the devices were poorly designed or never meant to cause physical harm. At least one bomb was packed with shards of glass, one federal source said. Officials said the devices are being examined by technicians at the FBI's forensic lab in Quantico, Virginia.

Asked about the suspect's motives, Attorney General Jeff Sessions said "he appears to be a partisan" but "I don't know why" he targeted Democrats. This is another thing that the Federal Bureau of Investigation and local law enforcement in NY are investigating.

They included former president Barack Obama, ex-presidential candidate Hillary Clinton, Obama's attorney general Eric Holder, former Central Intelligence Agency director John Brennan and California Representative Waters, who received two packages.

"This clearly is an act of terror attempting to undermine our free press and leaders of this country through acts of violence", New York Mayor Bill de Blasio said at an afternoon news conference about the package sent to CNN's office at the Time Warner Center in New York City.

CNN reported that a suspicious package addressed to former CIA Director John Brennan was sent to the network's midtown Manhattan offices.

The president, meanwhile, accused the media of stirring up "anger" as the United States reels from the series of suspicious packages and pipe bombs. "I have experienced first-hand the effects of political violence, and am committed to using my voice to speak out against it wherever I can".

Hillary Clinton was campaigning for Democrats in Florida and wasn't at the family's suburban NY residence when a suspicious package addressed to her was seized by the Secret Service.

Officials declined to say whether the devices were intended to detonate or were meant to scare people, but they repeatedly urged the public to view them as if they could pose a threat.

A bomb squad removed a device from CNN's NY headquarters, which was evacuated.
