But US Secretary of State Mike Pompeo repeated denials from the Saudi leadership and asserted that those officials are working to "ensure accountability" for the events surrounding Khashoggi's disappearance.

Blaming Khashoggi's case on mistakes by lower-level personnel would allow the Saudi government to say it never sanctioned his disappearance, and could help to reduce global outrage over the affair, a banker in the Gulf said.

Sen. Lindsey Graham on Tuesday blasted Crown Prince Mohammed bin Salman, the putative leader of Saudi Arabia, over the disappearance of Jamal Khashoggi, calling him "a wrecking ball" and alleging without citing evidence that he had the missing journalist "murdered".

Khashoggi was last seen entering the Saudi consulate to get paperwork for his marriage about two weeks ago.

Pompeo will hold talks in Turkey on Wednesday, the Turkish foreign ministry said, after his visit to Riyadh.

U.S. President Donald Trump, who dispatched Secretary of State Mike Pompeo to Riyadh amid strained ties with its close ally, speculated that "rogue killers" may be responsible.

Monday's search of the consulate yielded evidence that Khashoggi was killed there, media reported. That convention covers diplomatic immunity, as well as the idea that embassies and consulates sit on foreign soil in their host countries.

When asked what gives Saudi Arabia the benefit of the doubt amid the various reports about Turkey's allegations of Saudi responsibility in Khashoggi's disappearance, Pompeo said he is waiting for Saudi leaders to follow through on their promise for a complete investigation.

The Washington Post has previously cited unnamed United States and Turkish officials pointing to audio and video recordings that prove Khashoggi was killed inside the consulate then dismembered.

The New York Times confirmed the identities of nine people in the group on October 16, adding that at least four of them were previously part of Saudi Crown Prince Mohammed bin Salman's entourage on foreign trips.
