Barnier said that "administrative procedures" would be required on goods travelling to Northern Ireland from the rest of the United Kingdom if the Ireland-Northern Ireland border is to remain free-flowing.

May hopes British negotiators can strike a deal over the weekend, which she can discuss with the cabinet on Tuesday.

"If the European Union doesn't match the ambition and pragmatism we've showed, we have the plans in place to avoid, mitigate or manage the risk of no deal - and make a success of Brexit", he said, as the government released the last 29 of 104 technical papers on preparations for a no-deal.
