Nearly Stalled, Florence Besieges Carolinas With Floodwaters

The hurricane turned tropical storm, which is now a tropical depression, has resulted in 18 deaths, up to 40 inches of rain in some spots, trapped hundreds, knocked out power to more than a half-million homes and businesses and made hundreds of roads in North and SC impassable.

Florence weakened to a tropical depression, but flooding worries continue from the Carolinas to Virginia. "We must ensure these reservoirs are able to safely handle any heavy rain produced by the remnants of Hurricane Florence or another storm".

The centre of the storm was just west of Raleigh, the state capital, and moving north at 14 miles per hour (22 kph), the hurricane centre said.

In a separate briefing, Steve Goldstein of the National Oceanic & Atmospheric Administration (NOAA) said some areas have already received two feet of rain and could expect up to 20 inches more as the system moved "slowly, almost stationary" over eastern North Carolina. His state has already endured record rainfall, with much more forecast to come.

Here's a look at five of the areas facing significant problems with flooding, storm damage and rising rivers in Florence's wake.

-Storm deaths: Florence is being blamed for at least 20 deaths in the Carolinas, while Typhoon Mangkhut has killed at least 69 people in the Philippines and China.

"I have no doubt we will come back stronger than ever", said Bengel, fighting back tears, "because when people come to our community what they remark most about is our people".

Roads were closed and authorities warned of landslides, tornadoes and flash floods, with dams and bridges in peril as rivers and creeks swelled.

Utility crews worked to restore electricity.

Still, there was some good news: Power outages in the Carolinas and Virginia were down to about 580,000 homes and businesses after reaching a high of about 910,000 as the hurricane plowed into the coast.

The woman had driven around barricades to get on a closed road, the sheriff's office in Union County, near North Carolina's border with SC, said on Facebook.

The storm continued to crawl westward, dumping more than 30 inches of rain in spots since Friday, and fears of historic flooding grew.

In Fayetteville, a North Carolina city of about 210,000 people about 90 miles inland, authorities told thousands of residents near the Cape Fear River and Little River to get out of their homes because of the flood risk.

"There is a lot of farm land underwater, all over the southeastern part of the state", Cooper said.

The storm's death toll, including those caused by fallen trees and electrocutions, rose to at least 19 by Monday morning, according to reports.

He said that on Saturday morning, the floodwaters around his home had dropped, leaving a multitude of trees and other debris in their wake. Forecasters say many rivers across the state still haven't crested - some won't crest until late Sunday or Monday.

Hurricane Florence made landfall at Wilmington, North Carolina, making it the epicenter of the destruction.

New Bern has been one of the hardest hit areas by Florence, experiencing a 10-and-a-half-foot storm surge.

Trump previously declared states of emergency in North and SC, and Virginia to the north.

SC authorities said law enforcement officers were guarding against looting in evacuated areas, while Wilmington set a curfew on Saturday evening in response to looting in one area.
