Bolton said the Trump administration "will fight back" if the ICC proceeds with opening an investigation into alleged war crimes committed by US service members and intelligence professionals during the war in Afghanistan.

Bolton is also expected to threaten United States sanctions against the International Criminal Court if it moves forward with a probe of alleged Israeli war crimes.

The ICC was created to be permanent and independent of national governments as it investigated war crimes, crimes against humanity and genocide.

Mr. Bolton also announced that the United States would shut down the Palestine Liberation Organization's office in Washington - a decision linked to the International Criminal Court, which he said was being prodded by the Palestinians to investigate Israel. "Accordingly, we continue to call upon the International Criminal Court to open its immediate investigation into Israeli crimes".

The speech continued with Bolton describing the ICC as an "illegitimate" investigative body that failed to adequately prosecute illegal activity overseas despite its "dangerous" levels of unchecked accountability. She said the Taliban and its affiliated Haqqani network, as well as the Afghan National Security Forces, would also be investigated.

The US is among dozens of nations not to have joined the court, founded in 2002.

This follows moves by President Donald Trump to end funding for the United Nations agency that helps Palestinian refugees, slash USA aid for projects in the West Bank and Gaza and cut funding to hospitals in Jerusalem that serve Palestinians.

Bolton's comments reinforced an earlier statement by the US Department of State which announced the closure of the office of the General Delegation of the Palestine Liberation Organisation (PLO) in Washington. Dozens of Palestinians were killed in protests that followed the move, and Palestinians have since rejected the U.S.as a peace broker. The U.S. Congress said in 2015-before Donald Trump became President-that the Secretary of State was required to certify that the PLO wasn't trying to use the ICC against Israel. Nabil Abu Rudeineh, spokesman for PA Chairman Mahmoud Abbas, said: "The recent U.S. decision to close the PLO office in Washington will not change our position towards preserving our Islamic and Christian holy places and our commitment to the United Nations resolutions and the decisions of the Arab and Islamic summits related to the Palestinian issue".
