Turnbull holds off Dutton challenge - for now - by 48-35

Dutton supporters say the former police drug squad detective could have amassed enough support to successfully challenge for the leadership if the vote had been held tomorrow before Parliament takes a two-week break.

Dutton, a conservative who has won the support of the powerful right wing of the Liberal Party, resigned from the Cabinet after losing the vote, Sky News reported. Treasurer Scott Morrison would act as interim home affairs minister, Turnbull said.

The conservatives, led by Dutton and former Prime Minister Tony Abbott, have taken issue with Turnbull's plan to embed an emissions reduction target of 26 percent within the legislation, arguing that the policy should be exclusively focused on reducing electricity prices. However, Mr Turnbull has consistently rated higher than Bill Shorten as preferred prime minister.

Mr Turnbull is believed to have briefed his high-ranking colleagues about the latest adjustments over dinner at the cabinet room in Parliament House on Sunday, after some of them learnt of them through his Facebook page.

"I do think there is a danger for him", she said.

"If it looks like there's another attempt to dislodge him, he could try to lock his leadership in by taking the coalition to an election", said Nick Economou, senior lecturer in politics at Monash University in Melbourne.

The electorate, however, appears to be supporting Mr Turnbull.

But with the Turnbull's government at war with itself as a conservative faction has leveraged a slim parliamentary majority to challenge policy it disagrees with, voters may set aside questions over Shorten's leadership.

"Cheaper power has always been our number one priority when it comes to energy policy", Mr Turnbull said.

Government sources also pointed to Labor questions about Mr Dutton's financial interest in childcare centres last October, when Victorian Labor senator Kimberley Kitching asked about the family trust and any pecuniary interest in payments from the Commonwealth.

Mr Turnbull told reporters: "We know that instability undermines the ability of any government to get anything done".

Despite Mr Turnbull's capitulation to energy policy rebels in his ranks, the threat to his leadership did not dissipate.

"But I have most enjoy being minister for home affairs because of the people who work within those agencies and the incredibly important work that they support".

The party infighting over energy policy risks tipping the nation into a renewed period of political chaos and revolving door leadership that's seen Australia switch prime ministers five times since 2007.

Turnbull has so far had little success in bridging the ideological divide within the Liberals, and the scale of the swing against him in the ballot suggests his days are numbered.

"I voted for Peter Dutton ..." Labor leader Bill Shorten said of the party-room challenge.

Prime Minister Jacinda Ardern said the resignation would not have any impact on the issues the government continues to raise across the ditch. "If almost half of his own government do not want him to be the prime minister, why should the rest of Australia have to put up with him?"

Had just seven votes gone the other way, he would have lost office, and so the talk in Canberra has been when, not if, a second challenge would come.
