After Pompeo traveled to Pyongyang this month to try to make headway, North Korea complained that the United States was making "gangster-like" demands for rapid denuclearization.

The council previous year adopted three rafts of sanctions targeting North Korea's economy in response to Pyongyang's sixth nuclear test and a series of ballistic missile launches.

The North Korean economy saw its steepest decline in 20 years in 2017, according to South Korea's central bank, as the isolated country faces mounting sanctions. Chinese Ambassador Ma Zhaoxu said that "China is committed to denuclearization" and "to peace and stability on the Peninsula".

The U.N. resolution 2397 limits North Korea's annual refined petroleum inflow to 500,000 barrels starting on January 1, 2018. "Everybody is doing so".

The vessel is one of two ships cited by a United Nations report as carrying North Korean coal to South Korean ports.

All of these factors, coupled with President Donald Trump's tough stance, "brought North Korea to the table", said Haley.

Haley, in her comments, noted that "the best way we can support those talks [of denuclearization] is to not loosen the sanctions". But Nikki Haley, the U.S.'s United Nations envoy, disputed the notion more information is needed, saying the US has photographic evidence to support its claim while urging the council to "hold the line" in order to secure the North's denuclearization through ongoing negotiations.

Apart from the rare violation, "those sanctions are basically being held", U.S. Director of National Intelligence Dan Coats told NPR.

Despite progress made with Trump and Kim's historic meeting in Singapore last month, uncertainties remain regarding the Korean Peninsula.
