As we said, Trump now claims the appointment of Mueller was unconstitutional.

Mr Trump also said he was considering pardoning lifestyle maven Martha Stewart and commuting the prison sentence of former IL governor Rod Blagojevich, convicted of corruption charges.

Mr Trump took to Twitter on Sunday to again rage against the FBI and Justice Department, saying he would not have hired Mr Manafort if the agencies had told him Mr Manafort was already under investigation.

Before the Times published its story on the letter, Trump accused Mueller and the DOJ of "leaking my lawyers letters to the Fake News Media" and suggested authorities should be investigating Democrats instead.

Mueller is investigating whether Trump associates coordinated with Russian Federation during the 2016 presidential election and whether Trump took steps to shut down that investigation through actions including the firing of FBI Director James Comey.

"The federal obstruction laws, with their bar on corruptly-motivated actions, apply whether the President obstructs an investigation through firing officials leading it, shutting down the investigation, ordering the destruction of documents, or dangling or issuing pardons to induce witnesses to impede the investigation", they wrote. "I think the political ramifications would be tough", Giuliani told ABC's "This Week".

US President Donald Trump has asserted his presidential power and escalated his efforts to discredit the special counsel Russian Federation probe, declaring he has the "absolute right" to pardon himself.

Mr Mueller has requested an interview with the president to determine whether he had criminal intent to obstruct the investigation into his associates' possible links to Russia's election interference.
