In a call with reporters, White House top adviser Stephen Miller made a series of assertions in his argument that Congress should pass laws sought by the administration on illegal immigration, particularly migration by families and children.

"That kind of separation lasts potentially a lifetime where the child no longer feels like the parent can protect them", Gelernt said. "And in this case we're talking about children".

He added that the pictures had been taken while the government was trying to "move those children out of those shelters as fast as humanly possible and connect them with their parents, most of whom were already in the United States".

The photos were taken by The Associated Press in 2014, when President Barack Obama was in office.

Legislators and immigrant advocates are raising alarms about an information-sharing agreement between immigration authorities and the agency tasked with placing unaccompanied migrant children with caregivers residing in the United States. "I can't imagine what these children and families are going through".

"If a parent is in US marshals' custody, it's like a black hole", added Michelle Brané, Women's Refugee Commission migrant rights and justice director. If an immigrant tells an officer at the border that they fear persecution, they are given a "credible fear" test to determine if they may have a claim.

NPR spoke with Jennifer Nagda, the policy director at the Young Center for Immigrant Children's Rights. But officials in the Trump administration have chose to send a message that these migrants will be treated differently, even those who show up seeking the protection of political asylum.

The Flores agreement is one of several "loopholes" Miller said he would like to see eliminated by Congress. Both created protections for children in immigration custody. However according to HHS officials, those children have instead been placed in the custody of known families, but their guardians did not immediately respond to recent follow-up checks. They're typically held in government custody briefly before being placed with "sponsors", who are usually parents or immediate relatives of the children. The Democrats gave us that law and they don't want to do anything about it.

Referring to a recent report by the ACLU alleging abuse against immigrant children by U.S. Customs and Border Protection (CBP) agents, organizers said: "Trump's Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) agents have torn babies from their mothers, run over, punched, and sexually abused children, and Health and Human Services has lost track of almost 1,500 children and youth in their custody", adding: "They are unfit to be in charge of children". Migration trends have continued even as administrations have sought to telegraph crackdowns at the border.

As the Migration Policy Institute concluded, "No administration in modern US history has placed such a high priority on immigration policy or had an nearly exclusive focus on restricting flows, legal and unauthorized alike, and further maximizing enforcement".

Miller's assertion that Democrats are "exclusively and solely" blocking changes to the law and court decisions - which Congress can not overrule - is not backed up by evidence.

When Trump and officials claim that you should blame Democrats if you think these separations are inhumane, they are basically conceding the game here.

"There is nothing illegal about coming to our border and asking for asylum".

A bipartisan proposal that did not include such hardline measures got 54 votes, including eight Republicans and almost all Democrats.

Here's the issue: Neither case requires parents to be separated from their children.

On Tuesday, Trump tweeted: "The 13 Angry Democrats (plus people who worked 8 years for Obama) working on the rigged Russia Witch Hunt, will be MEDDLING with the midterm elections, especially now that Republicans (stay tough!) are taking the lead in Polls".
