Kuwait is urging the Security Council to condemn Israel's use of force against Palestinian civilians "in the strongest terms", especially in the Gaza Strip, and to deploy and global force to protect civilians.

The council session would only serve to "empower Hamas and reward its terror strategy and its use of civilians as human shields to advance its terror activities against the citizens of Israel".

The Israeli ambassador was recalled over the resolution for about six months.

She also said the number of Marine security guards at the USA embassy in Jerusalem had been increased.

The Arab League foreign ministers tasked on Thursday the organization's General Secretariat with preparing a comprehensive plan to confront the U.S. decision or the decision of any other country to recognize Jerusalem as the capital of Israel.

The two-day Forum marks the anniversary of the 1948 War and mass displacement of Palestinians, convened by the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People. Some tried to attack the fence.

The news comes as a senior Hamas official admitted that 50 of the rioters killed Monday by Israeli soldiers in the Gaza Strip were members of the Islamist militant group.

At a Security Council meeting Tuesday, the U.N.'s top Mideast envoy said there was no justification for the killings. It said there had been 40,000 and that half of them were affiliated to Hamas.

"It is imperative that everyone show the utmost restraint to avoid further loss of life, including all civilians, and particularly children, are not in harm's way", she said.
