North Korea used VX agent to kill Kim Jong un's brother

US President Donald Trump said Tuesday that he believes that North Korea's offer to hold denuclearization talks is "sincere". "May be false hope, but the U.S.is ready to go hard in either direction!"

North Korea in the past has sought the withdrawal of US forces in South Korea and the wider region, effectively meaning an end to the U.S. The South adding that North Korea also said it was open to talking with the United States and would suspend testing during negotiations.

"I think they're honest also because of the sanctions and what we're doing with respect to North Korea", Trump said.

The US president declined to say whether he had any preconditions for talks with Pyongyang as officials in the United States, South Korea and China responded with caution to the possibility, following months of insults and threats of war between Trump and North Korean leader Kim Jong Un. The United States has made it clear it doesn't want empty talks with North Korea and that all options, including military measures, are in play until the North actually surrenders its nuclear weapons, believed to number around 30.

The Bush administration ultimately engaged in "six-party" talks that achieved a deal in September 2005 under which North Korea agreed to give up its nuclear program in return for economic and energy aid and an end to its diplomatic isolation. Over the past year, North Korea has made considerable advances in its weapons program, leading to widespread talk of a possibly devastating conflict with the United States.

Nauert said that USA investigators operating under the 1991 Chemical and Biological Weapons Control and Warfare Elimination Act had determined on February 22 that North Korea was to blame for the murder and that VX was used.

He said the North also promised not to use conventional or nuclear weapons against South Korea.

"We have seen nothing to indicate ... that he would be willing to give up those weapons", Dan Coats, the director of USA national intelligence, told a Senate Armed Services Committee hearing on Tuesday.

South Korea's presidential office also said Tuesday that the countries have agreed to set up a telephone hotline between their leaders.

Seoul's national security director Chung Eui-yong on Tuesday returned from a two-day trip to North Korea. The statement read, "It (North Korea) made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed". They were the first South Korean officials to meet the young North Korean leader since he took power after his dictator father's death in late 2011. He said he could not adequately assess the South's account of the Pyongyang talks until the South Koreans have provided a full briefing.

Current President Moon Jae-in has always been pro-talks with the North and initiated talks prior to the Winter Olympics held recently.
