The White House says it "could have done better" in its handling of allegations of domestic abuse against former staff secretary Rob Porter. But Kelly handed Porter more responsibilities to control the flow of information to the president.

Porter denies the allegations, but after photos were published on Wednesday showing his first wife with a black eye, he resigned.

Porter, a Harvard law school graduate and former Rhodes scholar whose position required a security clearance and close contact with the president, had not yet been approved for a security clearance because the required background check was still ongoing, White House spokesman Raj Shah said. Willoughby added that Porter accepted her decision. Porter was angry, she said, that he had still not received his security clearance.
