In the weeks since the January 13 incident, the worker said he has received death threats, with his lawyer adding that they are still deciding whether or not to sue the state.

It was a "terrible feeling" to learn it was false, he said, adding that he was "very emotional afterward". "I was 100 percent sure that it was real", said the man, who had been with his department for more than 11 years.

HI-EMA's investigation states the drill alert was called in to employees at 8:06 a.m. that Saturday and the words "exercise exercise exercise" were announced "loud and clear" over the telephone speaker.

The Jan. 13 alert, sent out on cellphones to over 1 million people, caused panic among residents, whose fears were heightened by recent threats of a nuclear attack on the U.S.by North Korea.

The alert created widespread panic, and a follow-up alert wasn't sent until 38 minutes later: "There is no missile threat or danger to the State of Hawaii". He went on to say another one of his co-workers thought the same. The man said he did not hear the beginning of the message that said "exercise, exercise, exercise". "It was rather chaotic in the office as far as we were just coming on shift during shift change". We were not ready for the call.

"It was incredibly hard for me, very emotional", the man told NBC.

"I later found out that one of my coworkers thought it was real, but of course it was a drill call from our supervisor in the hallway", he said.

Two more employees have resigned, including the administrator of HI-EMA; a third employee will be suspended without pay, an official said Tuesday.
