Toronto has several enticing qualities that have likely kept Amazon's interest.

Amazon announced its list of 20 finalists in the race for HQ2 and Toronto is the only Canadian city still in the running but does it stand a chance? The winning location would gain 50,000 high-paying jobs, not including the tens of thousands of additional positions created in the surrounding community.

"And we've demonstrated that the Dallas growth in the last 15 years is remarkable and we've got the space, the capability, the people to continue that growth", Rawlings said.

GOED Executive Director Val Hale told the Deseret News in September, shortly after the HQ2 news became public, that Utah would be taking a measured approach in assembling its proposal. "Getting from 238 to 20 was very tough - all the proposals showed tremendous enthusiasm and creativity".

"Through this process, we learned about many new communities across North America that we will consider as locations for future infrastructure investment and job creation", Sullivan said.

That includes everything from bike lanes to fast Internet and mobile phone connections to "recreational opportunities", according to Amazon's request for proposals.

The Mesilla Valley Economic Alliance in Las Cruces and the Border Industrial Association in Santa Teresa, a small residential and large industrial area near El Paso's Upper Valley, submitted a proposal for Amazon's HQ2 to be put in a proposed Santa Teresa/San Jeronimo, Mexico, binational campus named Los Santos.

"We heard they weren't looking for anything in the Bay Area because of the cost, but, that said, at least we got looked at and that alone can have huge spin-off benefits". But when Juárez's 1.4 million population is included with Doña Ana County's 214,000 people, the Borderplex region swells to more than 2.5 million people. According to Mercer, a company the tracks and ranks quality of life in major cities around the world, Toronto also finished well ahead of the other USA cities still alive on Amazon's list.

Amazon owner Jeff Bezos also owns the New York Times, a news outlet that Trump has repeatedly criticized.

The partnership also has made a priority of boosting the broader region's supply of trained talent, which relies on numerous nine universities from Virginia, Maryland and D.C. that met recently in downtown Washington to discuss their roles in developing the skilled workforce for high-tech companies including Amazon.
