US Military Presence in Syria Act of Aggression

"ISIS presently has one foot in the grave and by maintaining an American military presence in Syria until the full and complete defeat of ISIS is achieved, it will soon have two".

Syria's Foreign Ministry said Thursday that the United States is unwelcome to take part in the rebuilding process in Syria, accusing Washington of creating suffering and destruction only. He said the USA also would push for broader political changes in the Middle East country.

U.S. forces in Syria have already faced direct threats from Syrian and Iranian-backed forces, leading to the shoot-down of Iranian drones and a Syrian jet previous year, as well as to tensions with Russian Federation.

"Syria remains a source of severe strategic problems and a major challenge for our diplomacy", Mr Tillerson said.

In a previous statement, the Syrian Foreign Ministry vowed to fight the US presence in Syria. Washington has 2,000 USA ground forces in the country. Previously, the U.S. strategy in Syria had operated within the narrow lines of battling the Islamic State. Tillerson said he wants more cooperation with pro-Assad Russian forces in Syria to avoid violence in "de-escalation zones".

Backed by Russian Federation and Iran, Assad has reasserted control over much of Syria.

However, the US diplomatic chief noted that the radical group has not been completely defeated, and "the United States will continue to remain engaged as a means to protect our own national security interest".

"Instead, we will encourage worldwide assistance to rebuild areas the global coalition and its local partners have liberated", Tillerson said, suggesting such an approach might pressure Assad to resign.

Instead, he argued that the US role will be to provide stability to allow a UN-led peace process to resume and find a Syrian-led alternative to Assad's rule while weaning the Syrian government off its reliance on Iranian advisers and aid.

De Mistura announced earlier Wednesday that the United Nations had invited the Syrian government and opposition to a new round of peace talks in Vienna next week. It sees the Kurdish forces working with the United States as an extension of the Kurdish insurgency in Turkey.

However, he said Washington and its allies "will not provide global reconstruction assistance to any area under control" of the Syrian government, and urged "all stakeholders in Syria's future to do the same".

Syria on Thursday blasted USA plans to keep its troops in the troubled country, vowing to oust the American military and claiming that Washington's "destructive policies in the region" posed "a serious threat" to global security and stability. Ties between Washington and Ankara have lately been strained over USA support for the Syrian Democratic forces, led by the Kurdish YPG militia, fighting ISIL in northern Syria.
