A video featuring a woman who appeared to be Perez's mother, according to local journalists, showed her saying that Perez wanted to surrender, but that authorities wouldn't let him. He also said that the military was firing grenade launchers.

"The world was able to see in real time how this young man surrendered and displayed his disposition to turn himself, which was ignored by the security forces, because the order was to kill him", Ortega Diaz said.

His family had pleaded for news of his condition from the government, until Tuesday's announcement drew a line under the latest bloody chapter of efforts to unseat President Nicolas Maduro.

In the footage posted on his Instagram account, Perez said he and his companions were surrounded and pinned down by police marksmen on a roadway at El Junquito.
