Myanmar and neighboring Bangladesh have completed an agreement to repatriate scores of Rohingya Muslims who fled Myanmar to escape a brutal military crackdown.

The "physical arrangement" was decided at the first meeting of the Joint Working Group on the return of the displaced Rohingyas from Rakhine State.

"Myanmar would shelter the returnees in a temporary accommodation. and expeditiously rebuild the houses for the returnees to move in there", according to the agreement.

"Myanmar has reiterated its commitment to stop the outflow of Myanmar residents to Bangladesh", the Bangladesh foreign ministry said.

He said Bangladesh and Myanmar could surely have bilateral talks and sign agreements, but the Rohingya crisis was no more a bilateral issue.

Some 650,000 Rohingya refugees have fled to Bangladesh since August 25 past year following fresh violence in Myanmar's western Rakhine state. The UN High Commission for Refugees stated that the underlying causes of the crisis needed to be addressed before the Rohingya feel is it safe for them to return.

"Hundreds of thousands of children are already living in horrific conditions, and they will face an even greater risk of disease, flooding, landslides and further displacement", Edouard Beigbeder, UNICEF representative in Bangladesh, said in a statement.

The refugees, living in overcrowded camps in Bangladesh's Cox's Bazar district, have told human rights organizations of numerous atrocities committed by security forces, including the burning down of homes and entire villages, random shootings and rapes.

Abd-us-Salam, who is more than 100 years old, has fled three military crackdowns in Myanmar.

"They will not allow a single Rohingya to live there", he said.

Noor Alam, 37, who came to Kutupalong five months back, wondered if he could ever get a job in Myanmar. It's progress on a deal the countries struck in November, but there's still no details on how many Rohingya would be let back in, or if their safety would be guaranteed. Modalities for repatriation of orphans and children born out of unwarranted incidents have been incorporated in the arrangement.

Rohingya freedom of movement must be lifted, and the 160,000 Rohingya internally displaced now housed in poor conditions in camps inside Myanmar must also be allowed home.
