"It's reality, not a threat, that the nuclear button is always on my desk", Kim said.

North Korea's foreign ministry last Sunday in a statement called the latest round of crippling sanctions unanimously approved by the United Nations Security Council an "act of war".

In early December, the United States began another round of military exercises with South Korea, flying in F-22 fighter jets and other military aircraft.

But in a rare move the dictator tempered his bellicose rhetoric with the suggestion he may send a North Korean delegation to the Winter Olympics when they are held in South Korea. Ship-to-ship trade with North Korea at sea is prohibited under United Nations sanctions adopted September 11.

But Park did not refer to Kim's order to mass-produce nuclear warheads and ballistic missiles, as well as speeding up their deployment.

Possible inter-Korean talks could provide a temporary thaw in strained inter-Korean ties, but could also weaken USA -led worldwide pressure on the North.

In his New Year's address, Kim again denounced the exercises.
