According to the organization, "Taking partisan politics out of the appointments to boards of agencies and parastatals is one surest way for Buhari to show that his government is truly one of change, that would do things differently from successive governments that apparently handed out board appointments to reward party members, supporters and cronies".

Okpozo died in December 2016 and was granted the honour of a public condolence statement by President Buhari who however appeared to appoint him to chair the board of the National Press Council (NPC) in December 2017.

One of the explanations for the names of the dead on the list is that it was compiled long ago.

He said: "This list is a historical list".

However in its defence, the presidency, through its spokesman, said the list was compiled in 2015 but was not release because the president was away on medical leave.

Subsequently, he revealed, the names were submitted to the then SGF, Babachir Lawal.

The list has created an uproar among Nigerians with the opposition Peoples Democratic Party (PDP) describing the blunder as demonstrative of the "gross incompetence" of the ruling All Progressives Congress (APC).

A disturbing fact also arising from Mr Shehu's explanation is that the federal government did not deem it fit to contact the persons whose names were included on the list and may indeed have carried out no forms of assessment to ascertain their capacity for the jobs for which they may have been nominated by their political benefactors.

He said that between the compilation of the list and its announcement, the APC could not stop people from dying but assured that all dead appointees on the list will be replaced.

The Presidency on Sunday informed Nigerians that President Buhari will address the nation by 7 am on New Year's Day without giving further details. They were asked to go and review the list.

The development was communicated in a statement released by Boss Mustapha, secretary to the government of the federation.

"The panel did its work and turned in its report early in 2017".

"The list has a history which explains the controversy around it".
