Zinke also said the enlarged protected area now encompasses 52,485 acres of private land; he wants Trump to revise the Cascade-Siskiyous protected area to "address impacts on private lands".

In the case of New Mexico's Organ Mountain-Desert Peaks and Rio Grande Del Norte, Zinke said, he listened to the state's two Democratic senators and others in deciding not to change their boundaries. He says the administration is working with Nevada's governor and congressional delegation to find a solution.

Zinke released a months-old report Tuesday making recommendations to President Donald Trump on the fate of national monuments that previous presidents had established or expanded.

Zinke calls the claim — made in large type on the company's home page — "nefarious, false and a lie". Catherine Cortez Masto, D-Nev., said Tuesday. "No president has the authority to remove the public from their land".

The Trump administration is facing lawsuits based on a recent order to shrink Bears Ears by 85 percent and Grand Staircase-Escalante by nearly 46 percent.

Outdoor retailer REI also criticized Trump but in less harsh language.

The Association of O&C Counties - a group representing OR counties that receive logging income from BLM timberlands formerly owned by the OR and California Railroad - has a lawsuit pending that challenges the Obama Administration's expansion of the Cascade-Siskiyou National Monument.

The legal challenge is the second aiming to stop Trump from cutting the Grand Staircase-Escalante National Monument in half.

The monument designated by President Bill Clinton in 1996 was almost 3,000 square miles (7,770 square kilometers).

Zinke said that in certain instances, the designation of a national monument had shut down roads and trails and blocked access to recreational and grazing lands that had been used for generations.

"Zinke's report, like yesterday's outrageous and illegal actions by his boss, makes it crystal clear: the Trump administration is waging a war on our treasured national monuments - by land, sea and air", she said in a statement. Environmental groups have already filed a lawsuit challenging the monument reductions in Utah.

Designated by President Obama under the Antiquities Act, Gold Butte protects more than 400 square miles (1,036 sq. kilometers) of desert landscapes featuring rock art, sandstone towers and wildlife habitat for the threatened Mojave Desert tortoise and other species.
