Meanwhile, an FCC member called on the commission to delay a scheduled December 14 vote on repealing net neutrality rules enacted under the Obama administration until an investigation can be completed. Unlike legislative votes in Congress, concerned citizens don't have a local senator to complain to, and the FCC's comment process has left a lot to be desired.

The chairman's office did not respond when asked for comment on the calls to delay the net neutrality vote.

A separate study from the Pew Research Center indicated that among the record public comments about net neutrality filed with the FCC over a four-month period, only 6% were unique comments. A statement from the FCC chairman even claims that scrapping net neutrality protections is to keep the government from micromanaging the internet. Between June and November, Schneiderman's office requested logs and "other records" from the FCC nine times, but has received "no substantive response to our investigative requests".

The FCC received almost 22 million comments when it asked for public input on the plan to scrap the rules that prevent internet service providers from discriminating against certain content, The Hill reported. And the son of a woman from Albany contacted Schneiderman's office, he said, to report that she had passed away a month before the comment was submitted.

Under Pai's proposal, the Obama-era rules would be reversed and ISPs would only have to disclose blocking or throttling.

"This is just evidence that supporters of heavy-handed Internet regulations are becoming more desperate by the day as their effort to defeat Chairman Pai's plan to restore Internet freedom has stalled". Based on Schneiderman's investigation, residents of California, Georgia, Missouri, Ohio, Pennsylvania and Texas may have also had their personal information used to submit comments on net neutrality, Rosenworcel said.
