Congress Declares US Military Support of Saudi Arabia in Yemen War Unauthorized

The Houthis control most of the north, including Sana'a and its global airport, while the Saudi-led coalition dominates the airspace.

The House vote came a day before the top United Nations aid official in Yemen called on the Saudi-led coalition to open all Yemen's sea ports urgently, saying it risked undoing the fight against cholera and hunger, with 7 million already in "famine-like conditions".

Saudi Arabia announced it shut down all ports after a November 4 ballistic missile attack on Riyadh near its global airport by the Shiite rebels known as Houthis. Iran denies arming the Houthis and blames the two-and-a-half-year conflict in Yemen on Riyadh.

"This halted the only flights at Sanaa airport - those of the United Nations and other worldwide organisations delivering humanitarian assistance", the rebel-run General Authority for Civil Aviation said. On Monday, the coalition said it would reopen ports in areas held by allied forces and loosen restrictions it had raised after the firing of the missile, which was intercepted near Riyadh's worldwide airport.

Transport minister Mourad al-Halimi had said Yemenia flights to the pro-government-held cities of Aden and Seiyun would resume on Sunday, but the national carrier said it did not have the necessary permits to fly.

On Monday, Saudi Arabia said it would begin opening airports and seaports, but that has not happened yet.

A top leader of Yemen's Shiite rebels who are at war with a Saudi-led military coalition is vowing retaliation against the oil-rich kingdom over its disastrous blockade of the war-torn country.

McGoldrick emphasized on the fact that United Nations aid was the main lifeline for most of Yemen's population, seven million of whom are at risk of starvation. The resolution does not address whether USA support for the Saudi-led coalition in the conflict triggers the 1973 War Powers Resolution, which lawmakers are split over.

Al-Mouallimi told reports from NY that the Coalition would conduct this process in complete agreement with Yemen's internationally recognized government, to allow the safe delivery of humanitarian aid. More than 2,000 Yemenis have died in a cholera outbreak now affecting almost one million people, AFP reported.
