Delhi's air quality back to 'severe plus', may worsen further

Delhi's air quality back to 'severe plus', may worsen further

The National Green Tribunal, India's top environment court, is still reviewing the vehicle rationing scheme.

On the implementation of the odd-even plan, the Green Court said that "By this scheme, you are only encouraging people to buy more vehicles and allowing more inter-state traffic".

There were speculations that the Delhi government may not file a review petition against the NGT order as a separate petition filed by a citizen is up for hearing in the Supreme Court on Monday afternoon.

The green panel rapped the AAP government for claiming that the decision of rolling out the car-rationing scheme was undertaken following the guidelines of the Environmental Pollution Control Authority (EPCA). If they are not exempted from odd-even scheme, they may shift to public transportation.

India's smog-choked capital has called off a plan to restrict private vehicle use after the country's top environmental court ruled women, VIPs and two-wheelers could not be exempt.

"What is the justification for permitting two wheelers which are a serious contributor to air pollution?" The NGT said that the emergency vehicles shall get an exemption during the odd even scheme. "This is likely to be accompanied by addition of moisture to Delhi's air and fall in the temperature which may result in an increase in pollution levels", said a forecast report prepared by Gufran Beig, Project Director of SAFAR.

It permitted the operation of industries which are providing essential services and goods like food items and medical facilities.

Earlier, sources in the Delhi government had told Firstpost that the main submission of the Delhi government in NGT on Monday will be about the problems the odd-even is going to cause if implemented without any exemption.

Since Tuesday morning, Delhi was covered with thick smog, following which health officials issued advisory to elderly and children to avoid venturing out. "We will go back to NGT on Monday, file a review petition for them to reconsider their decision regarding the two", Kailash Gehlot, Delhi's Transport Minister, told the media. The harassment one goes through as a woman using public transport was enough to prompt me to put my savings into a depreciating asset; it wasn't just a auto for me, it was my independence. The review petition co-incided with the re-opening of schools in the city amid hazardous levels of air pollution.

The entry of trucks except those carrying essentials has been banned in the national capital, besides work on civil construction sites was suspended.

Central Delhi's Lodhi Road (Air Quality Index of 567) and north-west Delhi's Pitampura (Air Quality Index of 544) had the worst readings at 2.30 pm.

The court also directed various departments and executing agencies, including the Delhi police, for better cooperation and coordination during the odd-even scheme.

Delhi's air, among the world's dirtiest, worsens in the winter months.
