Ghani To Off To New York For UN General Assembly

The U.N. Security Council met on Friday afternoon to discuss the North Korean launch, as requested by the United States and Japan. And there's little sign that talks involving the U.S., North Korea and other interested countries can be arranged amid the nearly weekly barrage of weapons tests and threats, let alone stop the North's determined nuclear march.

National security adviser H.R. McMaster, right, and U.S. Ambassador to the UN Nikki Haley, participate in a news briefing at the White House, in Washington, Friday, Sept. 15, 2017.

"I personally think he slaps the right people, he hugs the right people, and he comes out with the United States being very strong in the end", said Haley, who has seen a draft of Trump's address. Some 25 million people live in the metropolitan area of Seoul, U.S. ally South Korea's capital, well within range of the North's extensive artillery.

North Korea has been the most perplexing foreign policy problem facing the Trump administration in its first year in office, with their now repeated missile tests and one nuclear test putting pressure on the President to have a plan should tensions escalate.

During his speech, Trump condemned North Korea's latest destabilizing action and indicated that the U.S.is prepared to respond militarily. "And at that point there is not a whole lot the security council is going to be able to do from here when you have cut 90% of the trade and 30% of the oil", she said.

McMaster emphasized that it's the responsibility of all nations to enforce U.N. sanctions on North Korea and address the problem. Now, however, with North Korea perilously close to being able to directly threaten United States cities with nuclear obliteration, the worry for some is that Pyongyang could blackmail Washington into qualifying or limiting its support for its allies in the region.

Up until recently, United States assurances to Japan and South Korea have been enough to keep both Seoul and Tokyo closely aligned with Washington in their responses to the North Korean threat.

In August, North Korea launched a ballistic missile over Japan from a region near Pyongyang.

Key US allies, including France, have strongly encouraged Trump to uphold the agreement in order to prevent Iran from developing a nuclear arsenal. "We must make North Korea understand this", Abe said.

Experts have long questioned if the USA could indeed attack North Korea, given its ability to cause massive casualties south of the border.

McMaster said that reform of the U.N.is very much on the table at the meeting in general, with focus on ideas for making the notoriously inefficient organization, whose biennial core budget is $5.4 billion, more streamlined.
