In a negotiating document released this morning, the European Union argues the need for "protection of the gains of the peace process" and the need for a "unique solution" so people can travel freely across the border.

"It is becoming increasingly clear that the Republic of Ireland needs to urgently seek special status".

He did not say what kind of role he expected for the Irish government and said he was still hopeful devolved power-sharing could be rescued.

The UK has repeatedly ruled out the return of a "hard border", arguing there should be no need for passport or customs checks along the 310-mile frontier.

He later ruled this out as a potential course of action.

Last week the UK Secretary of State for Brexit David Davis said that Britain will keep improving standards and quality after it leaves the European Union.

Alongside with the paper on the Irish border, the European Union also published documents to detail its negotiating position on customs, intellectual property, data protection and public procurement. "This will not happen", Mr Barnier said.

At a later press meeting Coveney said he shared the scepticism of Ireland's custom authorities on the UK's proposed options for resolving the border trade.

"It is wrong that border issues and the genuine concerns held by those living and working in affected communities can be exploited in this way".

He has said "a lot more substantial work" was needed on the border issue. "Unilateral UK flexibility will not be sufficient to meet our shared objectives, which is why we welcome the Commission's continued recognition of the need for flexible and imaginative solutions".

Barnier and Coveney discussed how to take forward the political dialogue on Ireland and Northern Ireland.

Barnier reiterated that the United Kingdom and the European Union need to find a joint political position on the Good Friday agreement and the common travel area - which makes it possible for citizens on both sides of the border to travel without passport checks - before negotiations can move onto the next phase.
