After Harvey floodwaters breach levee, authorities say

The disaster has unfolded on a dramatic scale, with Houston - the fourth largest city in the USA - paralyzed by the storm and subsequent flooding.

Authorities outside Houston-in Brazoria County-have warned residents to get out right away after floodwaters breached a levee, Reuters reported.

Francisco Sanches, spokesman for Harris County, said if you're in this area, get yourself "out of harm's way" immediately, and there isn't much time to get out, CNN reports.

According to CBS Houston, the levee in question is protecting residents from flood surge near the Brazos River near Sweeny, Texas.

Engineers began releasing water from the Addicks and Barker reservoirs on Monday to ease the strain on the 70-year-old dams, but the releases were not enough to relieve the pressure after one of the heaviest downpours in USA history, the Army Corps of Engineers said. The National Hurricane Center said the storm is expected to make a slow turn northeast and could dump another 10 to 20 inches of rain over the next two days.

Rescuers are still plucking people from vantage points around the city's submerged neighborhoods. County officials issued a mandatory evacuation order on Sunday for the entire western half of the county. Mayor Turner put the number saved by police at more than 3,000, while the Coast Guard said it had also rescued more than 3,000 by boat and air and was taking more than 1,000 calls per hour.

Harvey dropped almost 125 centimetres of rain - a record for a tropical storm in the continental United States - in Pearland, Texas, south-east of Houston, the National Weather Service said. "We don't have any evacuation routes to tell people to take".
