North Korea's missile success is linked to Ukrainian plant, investigators say

The studies may solve the mystery of how North Korea began succeeding so suddenly after a string of fiery missile failures, some of which may have been caused by American sabotage of its supply chains and cyberattacks on its launches.

Turchynov said the information, which has been spread by the media, is "not based on any grounds and provocative by its content".

Iryna Friz, a senior lawmaker and ally of President Petro Poroshenko, responded to a story in The New York Times alleging that Ukrainian engines have been used in the North Korean rockets.

The New York Times on Monday reported North Korea's successful launch of an intercontinental ballistic missile was made possible by black market purchases of rocket engines from a Ukrainian factory. "North Korea's need for an alternative to the failing Musudan (rockets) and the recent appearance of the RD-250 engine along with other evidence, suggests the transfers occurred within the past two years". "Ukraine has always adhered to all its global commitments, therefore, Ukrainian defense and aerospace complex did not supply weapons and military technology to North Korea".

The first stage of North Korea's new intercontinental-range ballistic missile (ICBM), the Hwasong-14 (KN20), and intermediate range ballistic missile (IRBM), the Hwasong-12 (KN17), both use a variant of a Soviet-origin engine.

North Korea's efforts to build an ICBM seemed to stall until September previous year, after which the country moved swiftly from a ground-launch test through to a full successful ICBM launch.

"The existing Hwasong-14 is probably a year away and needs to undergo several more flight tests to establish some sense of reliability, accuracy, prove that reentry technology's work, things of that nature", Elleman said.

Elleman said that missile was capable of reaching Guam.

"In this situation, the Foreign Affairs Ministry should invite the worldwide community, and first of all the United States, to conduct a probe both in Ukraine and, probably, around the world, on how North Korea was able to develop its missile and space program".

It is clear that the engineers of north koreans do not have the know-how to modify this engine, the RD-250, as it is used on launchers to Pyongyang. "We did not design [them]", he said at a briefing at Ukrinform on Tuesday, adding that only space rockets were being produced as part of the implementation of the Russian space program.

Elleman said the key point he had been trying to make was that North Korea had not produced the engine that it was using and that it must have been smuggled into the country from Russian Federation or Ukraine.
