UN Security Council Approves New Sanctions on North Korea

The U.N. Security Council (UNSC) agreed to impose tougher sanctions on North Korea on Saturday, created to put economic pressure on Kim Jong Un's government as a form of punishment for escalating its nuclear and missile programs and threatening the safety of its neighboring countries.

Two Southeast Asian diplomats say disagreements over North Korea's intercontinental ballistic missile tests and territorial disputes in the South China Sea have prevented the region's top diplomats from promptly issuing their joint communique after an annual summit in Manila over the weekend.

South Korea's decision last month to install additional launchers of the US missile shield system called THAAD threw cold water on relations between South Korea and China, Beijing's top diplomat said Sunday. The sanctions resolution targets North Korea's primary exports, including coal, iron, iron ore, lead, lead ore and seafood.

Discussions are also under way for a US$3 billion railway project to connect Manila to Bicol, one of the poorest areas in the country's south.

But the measure does not provide for cuts to oil deliveries as initially proposed by the United States - a move that would have dealt a serious blow to the North's economy. With North Korea pushing ahead with its nuclear ambitions, speculation is growing that the senior North Korean official will defend and promote the regime's weapons development and dismiss Washington's call on fellow members to isolate Pyongyang diplomatically by suspending it from Asia's biggest security forum. North Korea's irresponsible and careless acts have just proved to be quite costly to the regime.

North Korean foreign minister Ri Yong Ho will attend Monday's meeting with the US, Japan and South Korea expected to push for stronger actions against the North.

"It's time for North Korea to realize we're not playing anymore", USA ambassador to the UN Nikki Haley told Fox News. China and Russian Federation also agreed to the plan of implementing sanctions when North Korea conducted another round of testing on July 28, Los Angeles Times reported.

The foreign ministers of ASEAN member-countries are in Manila for a series of meetings.

United States and China reiterated support on the implementation of new U.N. Security Council sanctions against North Korea in bilateral talks on Sunday.

In response, China's ambassador, Liu Jieyi, said the resolution showed that the world was "united in its position regarding the nuclear position on the Korean peninsula", the BBC reported.
