UN Approves Tough New Sanctions Against North Korea

U.S. Secretary of State Rex Tillerson said the support of China and Russian Federation for the latest sanctions sent a strong message to North Korea about what was expected of it.

In an effort to halt North Korean leader Kim Jong-Un's drive to become a nuclear power, the UN Security Council on Saturday unanimously approved a US-drafted sanctions package against his nation that could cost it $1 billion a year.

On Sunday, U.S. Secretary of State Rex Tillerson and his North Korean counterpart Ri Yong Ho were both in attendance at a meeting of foreign ministers in Manila but were careful to avoid any direct contact with each other.

A government statement, carried by North Korea's official news agency, threatened the United States with possible countermeasures and criticized all countries that voted in favour of rolling out the sanctions as being worthy of blame, without naming any country specifically.

Tillerson also praised the United Nations Security Council vote that passed sweeping new sanctions Saturday as a sign that the "entire worldwide community" is united in its opposition to North Korea's provocations.

However, the top United States diplomat said it was not a matter of stopping the launches by "a specific number of days or weeks". And so one of the items that China has been encouraging the U.S.to bring to the table are these joint-military exercises. "So it is all about how we see their attitude towards approaching a dialogue with us".

The statement said Cayetano, the chair of the Association of Southeast Asian Nations (ASEAN) foreign ministers meeting, presented the ASEAN statement to Ri shortly before the East Asia Summit foreign ministers meeting at the Philippine International Convention Center past noon Monday.

Chinese foreign minister Wang Li told reporters he had urged the North Koreans to calmly handle the resolutions and, quote, "not do anything unbeneficial towards the global community, such as missiles or nuclear tests". During the meeting, Kang explained President Moon Jae-in's Berlin Declaration and the inter-Korean military talks and Red Cross talks that were proposed on July 17.

The North Korean statement on Monday appeared to more firmly reject talks. There's a lot of analysts that I've spoken to that say that this really looks like a play to go after North Korea's economy as a whole, in a way, that sanctions previously haven't targeted before.

It said its intercontinental ballistic missile tests in July proved that the entire USA was in its firing range, and those missiles were a legitimate means of self-defence.

Tillerson said: "When the conditions are right then we can sit and have a dialogue around the future of North Korea so they feel secure and prosper economically".

Moon requested the call, a White House official said.

Wang also urged the USA and South Korea "to stop increasing tensions" and said that all sides should return to negotiations.
